       A Research on Zhou Enlai and National Policy of the People’s Republic of China Xu Xing(1)
       Abstract: Zhou Enlai once put forward a series of penetrating judgmentson how to deal with new China’s ethnic problems. He led the whole country"s ethnic works after People"s Republic of China was found. Together with Mao Zedong and other members of Chinese Communist Party"s first generation leadership, he established the principle of equality for nationalities in China. He strived to maintain unification of the country and unity of all nationalities, and he was one of the leaders who laid a foundation for China"s regional national autonomy. Zhou Enlai not only clarified the policy of china"s national regional autonomy in theory, but also gave a special care and detailed guidance to the five national autonomous region"s foundation. He promoted mutual aid, cooperation, and commonprosperity among all nationalities, attached great importance to the development of ethnic minority"s economy, culture, education, technology, and hygiene. Today, Zhou Enlai"s outstanding thought of ethnic problems is still have an important instructional significance in improving ethnic works in China.

       The Bride Price and Marriage Circleof the Rural Huis: Anexample of
       Shanjiaji, a Villagein Southern Ningxia Autonomous Region

       Abstract: On the basis of fieldwork in Shanjiaji, a Hui village in southern Ningxia Autonomous Region, this paper analyzes the bride price and marriage circle of the rural Huis. The author argues that if we study the bride price carefully and notice the interaction between the bride price and the dowry, we will discover severaleconomic implications of the gifts. It is like the compensating, mutual benefitingor transferring of the property. Through the marriage, some of the parent"s properties are transferredto the new family of the bride and bridegroomas an economic foundation of the new life. And in the same community, a marriage circle was constructed under the interaction of the geographicand trafficfactor, economiclevel and social networks.

       The Religious Authority and Public Services in Five Tibetan Villages:
       A Case AnalysisZhaluo(20)
       Abstract: Since the 1980s, the religious authority has become once again an important power influencing the political life of the rural Tibet. As a group, they have a limited influence on the villagers for their lack of the capabilities to communicate with the government, and develop the market, and seek the outside social resources. However, every kind of the religiousauthority takes part in the public services in the villages. Their services satisfied the spiritual requirementof the villagers, which is valuable for them, especially in the villages where all the inhabitantsbelieve in the Buddhism. Moreover, the services are so helpful for creating a harmoniouscommunity and strengthening the cohesive force of the village that we can saythey provide a "cultural support"for the public services at the village level. So the public services of the religious authority are favorable for the villages"welfare.

       The Theme of Sexin the Witchery and Gu (Witchey Using Poisonous
       Insects) Cultureamong the Ethnic Minorities Living in South China

       Abstract:Because of the limitation of the knowledge and the specialcircumstances, there is a widespreadbelief in witchery and Gu among the ethnic minorities living in south China. Some of the people want to charm the pursued people through the different kind of witcheries, including of the use of the sexual incantations and drugs which were made from some special plants or animals. Besides,the superstitions concerning the Gu were often influencing their ideas and marriages.

       The Beena Marriage of Shun and the Fight for the Property Between the Yu Clan
       and Gui ClanWang Hui(42)
       Abstract:Thestory of Gusou (literally, blind old man), Shun"s father, conspiringwith Xiang, Shun"s younger brother, to kill Shun was recorded in Menciusand some other ancient Chinese literatures. The story reflects the inconsistency in the processthat a man changed his role from the foster and guardianof his younger brothers and nephews to his own children"s. Shun built a pairing family through the beena marriage. In this family, the traditional obligations and responsibilities of a man were different from those in maternal family. The inconsistency of the roles, in addition to the fight for poverties,is the reason of the conspiring. So as an example of evolution of the social organization in the legendaryage, it has special historical implication.

       A Textual Study of Song Xi Shi An (Account of the Relationship between
       the Song and Xixia)Hu Yubing(52)
       Abstract: Song Xi Shi Anis a history book edited by Qi Cheng(15631628), a writerin the Ming Dynasty. Among all the books about Xixia history writtenin the Han character in that time, it is the only one that could be found today. In Qing Dynasty, it was a banned book for the "affronting"remarks in its prelude. It has two editions at least. Both of them are faulty texts that must be emended before being a reference.

       The Salt Affairsof Alashan Mongoliain the EarlyQing Dynasty

       Abstract: The Alashan Mongolia was a typical case in the Mongolian salt affairs of the Qing Dynasty. On the basis of the Qing"s files collection in the Archives of Alashan Left Bannerand other history literatures, the paper illuminates the process of the development of the Alashansalt industry in Qing Dynasty. The paper exploreshow the Alashan influencedthe salt regions in the interior China. The attitudeand policy change of the centre government for the Alashan salt industry is also discussed.

       A Study on the Power of China"s National Autonomous Areas" Legislation Power

       Abstract: China"s legislation system has a character of "one element, two levels, multistructure "". National autonomous areas" legislation power is an important part of whole country"s legislation power system. The paper explains main content of national autonomous areas" legislation power, analyses the position of the autonomous areas" legislation power in whole country"s legislation system, and puts forward some suggestions on how to improve the national autonomous areas" legislation power.
